December, 1911, suggested that the Bill now before the Council should be passed, and the temporary expedient resorted to for a period of one year, when a third permanent Judge should be appoint- -ed, provision being made for such appointment in the Estimates

for 1913.

In regard to the debate in the Legislative Council I have only to add that, whilst I regret the alternative scheme was not temporarily acquiesced in, I entirely endorse the recommendation of the Unofficial Members in favour of a third

permanent Judge, who would be available at all times for the pur-

-pose of hearing appeals. The recommendations have the support of the entire legal profession and I am assured of the community at large.
